The Department of Social Development, Western Cape Government is seeking the services of an individual to formulate and manage the Children and Families programmes namely Child Protection and Services to families. This position is based in Cape Town.
• Undergraduate qualification NQF 7 (as recognised by SAQA); • A minimum of 6 years’ middle/senior managerial experience; • A valid driver’s licence.
Key Performance Areas:
• Formulating and managing the Child Protection programmes (including HIV/AIDS) and Services to Families programme through the: o Participation in the formulation of policy/ legislation at national and provincial level (including policy education); o Development of concept papers for Child Protection programmes (including HIV/AIDS) and Services to families programmes; o Develop an implementation framework and manage the funding process for programmes; o Manage the implementation of the programme in accordance with appropriate legislation; o Design, manage and evaluate pilot and special projects; • Provide Strategic -, Human Resource – and Financial Management to the directorate.
• Conceptual and formulation skills; • Leadership skills with specific reference to the ability to display thought leadership in complex applications; • Planning, organising and people management skills; • Knowledge of the following: o Formulating and managing the Child Protection programmes (including HIV/AIDS); o Constitutional, legal, institutional arrangement governing the South African Public Sector; o Project Management processes and Assessment systems.
All-inclusive salary package of R 864 177 – R 1 017 972 per annum (Salary level 13).
Note: The remuneration package consists of a basic salary (70%) and the employer’s contribution to the Pension Fund. The remainder of the package may be structured according to your personal needs.

All shortlisted candidates will be subjected to a technical exercise that intends to test relevant technical elements of the job, the logistics of which will be communicated by the Department. Following the interview and technical exercise, the selection panel will recommend candidates to attend a generic managerial competency assessment (in compliance with the DPSA directive on the implementation of competency based assessments).
The competency assessment will be testing generic managerial competencies using the mandated DPSA SMS Competency Assessment tools.
