The Department of Social Development, Western Cape Government is looking for an individual to co-ordinate the administration of transfer payments to funded service providers. The successful candidate will be performing complex administrative functions as well as leading a team to deliver on specific goals. This position is based in Cape Town.
• A 3 year National Diploma/ B-degree (as recognised by SAQA) in preferably Social Science/ Public Administration; • A minimum of 5 years’ appropriate experience.
Key Performance Areas:
• Facilitate payments to service providers and ensure all parties comply with the conditions for funding; • Ensure implementation of uniform policies for the Department’s Funding Framework; • Manage and supervise staff who administer transfer payment agreements with funded social service providers; • Provide a support service to the Deputy Director.
• Knowledge of the following: o Relevant social welfare acts, legislation and policies; o Government planning processes and cycles; o Departmental operations; o Policies of the government of the day; o Constitutional, legal and institutional arrangements governing the South African Public Sector; o HR and Administrative systems and processes; o Financial management processes; • Communication (verbal and written) skills in at least two of the official languages of the Western Cape; • Computer literacy skills; • Analytical and problem solving skills; • Project management and presentation skills; • Needs and policy analysis skills.
Remuneration: R 289 761 – R 341 313 per annum (Salary level 9)
Note on remuneration:
Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc.
MMS remuneration packages are flexible and may be individually structured as prescribed.
Where remuneration is not indicated as CTE, employees’ service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
